New building permit rules from December 1, 2025

As of December 1, 2025, new building permit rules have taken effect. This means it is now easier to build and modify your home. The government has amended the Planning and Building Act (Plan- och bygglagen) so that more measures can be taken without a building permit. For example, you can build larger extensions, change the facade, or install solar panels without applying for a permit. The rules are also more flexible in areas with older detailed development plans - in short, less bureaucracy and more freedom for you as a property owner. The rules apply to all building permit applications submitted on or after 1 December 2025. Some restrictions still exist, for example, for construction near the property line or within specially protected areas.
